The 67th Book of the Bible
What I understand from this Brother Eli's video:

Acts 15:19-20 reveals that Apostle James suggested that they, the Apostles and elders should not trouble the gentiles but, write to them, and simply advise them to abstain from pollutions of idols and fornication, and from blood. This was necessitated by the argument or controversy over circumcision which the gentiles were not practising.
Verses 22-29 of Acts 15 states that it pleased the apostles, elders and the whole church to send a delegate to the gentile brethren with a letter according to James' opinion.
And verse 30 refers to this write-up as an epistle. This implies that there are not only 66 Books of the Bible but, 67. Luke highlighted on this epistle in Acts 21:25.
And this Epistle or Book is not included in our Bible because the compilers did not get a copy of it.
Also, the notion that only 40 authors wrote the Bible is not correct. For instance, Rom. 16:22 indicates that Tertius wrote the book of Romans with his hand. And Tertius is not included among the 40 authors of the Bible, not to talk of the several apostles, elders and members of the church that wrote the 67th Book of the Bible.
