These days you can not drive the rally car on a normal traffic without all four wheels normally rotating and without rubber on it.
But it is different on the special stage. If the FIA technicians say that you can enter the stage without one wheel rubbered, then you can go.
That happened to Kris Meeke when he drove Citroen C3 WRC who went flat out through the special stage with only three wheels rubbered.
