Apostle John stated in 1John 1:1-3 that he was declaring events that he had heard and seen with his eyes. One can write about things heard or seen with one's eyes.
Luke, an evangelist stated from the beginning in Lk. 1:1-3 that he was presenting to Theophilus events that were delivered by eyewitnesses and ministers. He said he had perfect understanding of these things.
And in Lk. 9:28-35, Luke, a gentile wrote about the event of the transfiguration of Jesus which happened in the presence of Peter, James and John. He himself was not there but, we can see that this report of Luke was exactly as presented elsewhere in Matt. 17.
