Europe's largest local authority Birmingham City Council has effectively declared itself bankrupt in a move which will see huge and immediate changes to spending this morning the council issued a special notice which signifies it is in financial distress it means all new spending was stopped the reason it says it's down to multi million pound equal pay claims that the local authority hasn't settled
