This is what I understand from this Brother Eli's video:

As a member of the church, we should avoid killing or murdering anyone. This is why it is necessary for members to practise shooting so as to be sharp shooters. A sharp shooter should be able to target non-lethal parts of the body just to demobilise a criminal trying to escape justice or trying to kill someone.

It's not the duty of a law enforcer to take the life of anyone rather, to bring the criminal to justice or law. In Lk. 3:14, Jesus advised soldiers not to do violence to any man, or to accuse anyone falsely. He advised them also to be satisfied with their wages.

However, if the life of a police officer or soldier is in danger while trying to apprehend a criminal, and it becomes necessary to shoot him to save his life then, it's permitted. That is self-defence which is an inborn right of any creature.
