It's true that man's fate is under the control of God; it's equally true that one can make his destiny. This is so because if you obey God, he will control your destiny but, with your disobedience, your destiny lies in your actions.

2Thes. 2:11-12 states that those who disbelieve the truth, and instead have pleasure in unrighteousness are damned because God shall send them delusion which will make them believe a lie. This means that if you choose not to be under God's control, you're on your own, and on the way to perdition.

Prov. 16:9 states that it is God that directs our feet because, on our own, we can't make it right. And Jer. 10:23 says it's not in the power of man to direct his steps. It's God that will direct our steps if we walk in obedience to his words. This is why James 4:7 admonishes us to submit ourselves to God. Finally, Philippians 2:13 says it's God that enables us to do good.
