So what holds you back? Is it fear? You know if you take action, there is a high chance you can do better and that will positively impact your life. But back in your mind, you have fear - fear of failure, fear of embarrassment, fear of what other people think of you.
Will you stay at the same place for the rest of your life? If not, you have to make your move. First, acknowledge that fear holds you back. Then identify the root of your fear. Now you can work on that. So set goals where you want to see yourself. Make manageable steps so that you can do things one by one. Create deadlines that give you create the idea of when you have to finish that. You should hold yourself accountable and get support from others.
