Investigating a Policey Enforcer

I was out copwatching in Coeur d'Alene, ID with Extortion Everywhere of YouTube and we noticed this order follower from the local policy enforcement bureau parked on this dark street. He appeared to be waiting to spring upon some unsuspecting person just going about their business and not hurting anyone else. He claimed to be a christian church goer but then also seemed to contradict those beliefs by telling what seems to be a lie. I'm still compiling my evidence but it appears he was conducting a speed trap in order to gain what he considers probably cause to justify his threat of force and violence to gain our compliance into his investigation to find a policy violation and extort money from us.
