Why Did Russia Block NATO Attempt to Renew Border Crossings for One More Year?

Why NATO member states insist on extending the crossings from NATO member state Turkey into Syria for one more year and why they even wanted to increase the number of those crossings instead of listening to the Russian proposal to reduce them to just one?

Everything changed on the ground since 2014, al-Qaeda lost most of the territories it used to control in the north and those territories liberated by the Syrian army are under the Syrian government, but NATO countries have imposed draconian sanctions against the regions under the Syrian government control and at the same time want to pass more aid to the regions under al-Qaeda's control!

What is that aid exactly? Are the civilians in those areas benefitting from it directly? Check this short video report by Al Mayadeen which I translated into English.
