Right now there are 2 main places you can buy packs - through the official site or on the secondary market like Hive Engine.
What are the pros and cons of each?
The main site offers you the ability to enter in for the upcoming airdrops which will include th elegendary summoners for Chaos Legion. You can also get bonus packs if you buy in bulk (100 minimum) as long as you have vouchers. And if vouchers are under $4 on hive which they have been, you can get them discounted by buying the vouchers off the market.
So what is the benefit of buying a pack of Hive then? Well if you only care about the cards, you are getting a 25% discount on packs which is tough to beat. As of the time of this writing, packs are going for roughly $3 on Hive Engine which means you can snag them for much cheaper than on the main site. Sure, you don't get exposure to the airdrops but you will still get the SPS airdrop points along with the cards or price appreciation on the packs in the future.
Depending on what your goal is, both options can be lucrative and so I wanted to post this up to highlight the benefits of each.
Hope it was helpful!
