Is it a sin against God if a law enforcer is forced to take someone's life in the line of duty?

This is what I understand from this Brother Eli's video:

The life of anybody is in the hand of God. Job 12:10 states that the soul of every living thing including, the breath of mankind is in the hand of God.

Further, Mt. 10:29 points out that even the life of a sparrow is in the hand of God, and he knows about it. If God takes note of the life of a sparrow, how much more would the life of a human being be valued by him?

According to Heb. 9:27, it is appointed unto man to die once. So, the death of man is appointed by God. And when one dies by any means, be it accident or whatever, it's that one's appointed time.

If a law enforcer shoots at someone, for that person to die means it's the appointed time for that one to die.
