Something I forgot to say is that COMPASS, the Transportation Department and local officials are trying to turn that area into a metropolitan region - but without changes in the law such that elected officials represent the people. Other areas have defined metropolitan regions in law with elected officials to represent them so there is no excuse other than corruption is fun and profitable.
